Women's rightsIn October 2005 the UAE acceded without reservation to the UN Women's Convention.
In November Sheikha Lubna al-Qassimi, a member of the Sharjah ruling family, became the UAE's first woman minister when she was appointed Economics and Planning Minister.
In January, the General Women's Union (GWU) debated a draft amended personal status law, proposed by the Ministry for Justice, Islamic Affairs and Awqaf. The GWU demanded extensive changes to ensure greater rights for women and called for greater protection for a first wife in the event of polygamy; improved financial protection for divorced women; and the amendment of a clause authorizing a husband to prevent his wife from working despite a premarital agreement allowing her to work.

The draft personal status law granting UAE women the right to terminate their marriage approved by the Cabinet recently has, as expected, been welcomed by women and Islamic scholars, but sociologists struck a note of caution, stating that khulo, as the law is known, should not become a potential threat in the hands of some women to threaten their husbands.
"Taking the decision to end a marriage is not easy and should be treated as the last resort after going through all the channels of saving the marriage," Marwan Bibi, a social and psychology consultant with the
Arab Family Organisation, said.
"Khulo is an Islamic law which was practised during the days of Prophet Mohammed (peace be upon him), and proof of this is that when a Muslim women came to the Holy Prophet (peace be upon him) stating that she could no longer live with her husband, Prophet Mohammed (peace be upon him) asked her to return her dowry to her husband since she was the one who decided to separate from her husband," she said.
The
General Women's Union (GWU) headed by Shaikha Fatima bint Mubarak, in coordination with other specialised authorities in the country, ratified the proposed draft resolution prior to forwarding it to the Cabinet for approval.
